Default Please explain a sentence for me

The children were waiting in line to get their cheeks painted by a local artist who was decorating them with tiger paws.
(This happens in a zoo.)
I don’t understand the sentence. Was the local artist covering two tiger paws with his hands? What pictures was he painting on children’s faces? I think maybe I haven’t seen such things in my country, so I cannot understand its meaning.
