[Vocabulary] "off-vehicle"

In the program AFHV (Home videos), the announcer commented on man driving an off-road vehicle (the driver later fell off the vehicle after getting with it up a slope):

"First, it was an off-road vehicle, then it's anoff-vehicle vehicle"

He was kiddin and playing with words I know, but I can't get what he's trying to say.

If you know he's playing with the words, I don't understand what you don't understand. An off-road vehicle operates off a made-up road, but the driver of this one is off-vehicle. But you already know that...

Thanks. You answered me without knowing it. It woould have been clear if he said then (an off-vehicle man), you got what I mean.

Thanks anyway, becuse you make it clear for me that he was refering to the man. The structure impply that he's refering to the vehicle, so I couldn't understand how a "vehicle" became "off-vehicle"!
