Given this sentence:
Why can't the meeting wait until dawn, though that's hours off since it's winter
My problem is at "that's hours off since it's winter"
Is it saying: "despite the fact those are inactive hours because we are in winter"?

No, it's saying that dawn is hours away, in other words it will be several hours before dawn, as it is winter.
