Infinitive "to"

Please explane when to use the infinitive "to"

This is a very wide area, and a lot is governed by usage, not rules. After other verbs, we sometimes use the full infinitive, sometimes the bare infinitive and others the gerund. This area is basically usage rather than rule. We tend to use full infinitives after adjectives, but not always. I'm afraid it's an area of English that cannot be covered by a few rules.
