Default As spoke

In Hong Kong, many people use the phrase "as spoke" or "as spoken" to refer to something which have been previously agreed. Is it grammatical? Is there a better way to say it?

It's new to my dialect. That is, I have yet to hear someone use those phrases in that context. Could you give us an example dialogue? Would "as mentioned" or "as agreed" work there?
