Default yet or already ?

Can anybody tell me which of the following sentence is correct?

1. I was surprised that they had already to decide what to do.

2. I was surprised that they had yet to decide what to do.

Thanks very much for that. Something strange was happening- I looked in the database and the answer given was 'yet', but it was displaying 'already'. I am not sure at all what was happening there, but it is now displaying correctly. Again, thanks for drawing my attention to it and sorry for the inconvenience.
