Question Idiomatic Expressions

What does it mean the idiomatic expression ;

" As to "
One example : As money we will simply have to borrow some form the bank."

It means 'concerning'.

Reply: "as to" refers to the expression: "as per such reference". Example
"I don't know if this project will work out OK, but as to Mark's idea on it I really trust his competence.
