MonteLago are using an exception under federal law to slice in half the amount of pay owed their 177 workers.
Casino MonteLago workers feeling fleeced
I think 'owed' actually should be 'owed to'. Am I right? Thank you.

Not necessarily "owed" can be used like that.

Thank you. Is 'owed to' correct as well?
I think I have learned the rule like:
I gave him money.----Money was given TO him by me, not 'money was given him by me'.
I owed him money.----Money was owed TO him, not 'money was owed him'.
Is 'owe' an exception?
