    1-He looks to be getting a promotion.
    2-He looks to get a promotion.
    3-He is looking to getting a promotion.
    4-He looks to getting a promotion.

    I think:
    1 means He seems to be getting a promtion.
    2 means He is trying to get a promotion.
    3 means He expects to get a promotion
    4 means the same as 3.

    Am I correct?

    1-He looks to be getting a promotion. To me, this says it appears that he will get this promotion.

    2-He looks to get a promotion. Same as 1.

    3-He is looking to getting a promotion. He is trying to get a promotion.

    4-He looks to getting a promotion. Not grammatical.

    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    #1 and #2 are a bit awkward. #3 would is grammatically correct, and means he is expecting to get a promotion. #4 is grammatically incorrect.

    None of them are actually used. Although #3 is sound, people most likely would say "It looks like he's getting a promotion."

    You are right about the first two sentences, although the second one seems awkward. You could get away with it, though.
    Sentence three is very awkward and its meaning is not clear to me.
    Sentence four is grammatically incorrect.
