Boarded windows are simply windows that have been boarded up.

v. board·ed, board·ing, boards
v. tr.
To cover or close with boards: board up a broken window.

To furnish with meals in return for pay.
To house where board is furnished: board a horse at a stable.

Default Boarded up windows

In AE, both the adjective and the verb is boarded up. We would say that those windows have been boarded up. (Another "up" word! _ :wink: _ )
