It sounds as though she was given an allowance with the understanding that she would be following certain rules or doing certain things in exchange. It is probably a shorter way of saying that she is not "living up to her end of the bargain."
That is the kind of the thing that does, indeed, wear out (exhaust) many parents. (It never happened to me, fortunately.)
