Default credit transfer?

"The classes have credit based on an 18-week semester. The classes will transfer based on your university's system, so it is recommended you discuss the number of credits you take in a semester with your counselor."

"credit based on an 18-week semester"?
"classes will transfer based on your university's system"?
Do these descriptions make sense to anybody?

Credit based on an 18-week semester- presumably shorter courses get less credit
classes will transfer based on your university's system- this is dodgy, but I presume it means that if you join a class, the credit (is this money) will be transferred by whatever system the university pays its students.

Is it grants or other payments to students?

Well, the credit transfer part confuses me.

This paragraph is basically talking about classes for exchange students. Not written by a native English speaker. So I guessed the writer was actually trying to say "If you take courses at our university, the credits can be transfered/recognized according to your university's related regulations." And that's why "it is recommended you discuss the number of credits you take in a semester with your counselor."

Does this make sense?

I think it does. I know of a Japanese student studying here in Canada as an exchange student. His courses from Japan were being compared with courses taken in Canada. The University decides which courses he can take and which he doesn't have to. I am not sure how that works but the workload for an exchange student is something like 12 credits or 4 courses. If the person is an exchange student all those courses are free.
