    'leg' refers to a race, or running, and 'parallels' refers to the outer boundary. Given the context is about FBI agents, it appears that one agent will follow the suspect closely (ie. take the first leg), while the other agent will follow on the outskirts. In other words, it's like a mouse in a maze. The suspect is the mouse, and as she wonders through the maze, one agent follows closely behind, while the other agent follows the parameter. If the first agent loses the suspect and the suspect tries to escape the maze (the area, the city or whathaveyou), the second agent will be on the parameter to catch the suspect. In other words, the suspect is covered.
