Default at + noun without an article

there are some nouns that can be used without an article after 'at':
at university
at school
at work
at home
is this group of nouns large?

at college
at play

It's not that large- they mostly refer to activities at certain places rather than thinking just in terms of the place.

Thanks a lot. And one more question: what does 'at play' mean? Does it mean anything like 'to take part in football game'?
