1.One day, he meets Jamie, a girl who will (?) change his life.
2.One day, he met Jamie,a girl who will change his life.

Usually, when reviewing a book or a film, the present tense is used so Sentence 1 works better for me. However, I think I would probably say:
One day, he meets Jamie, a girl who goes on to change his life.
One day, he meets Jamie, a girl who is destined to change his life.
One day, he meets Jamie, a girl who changes his life.

By the way, in the UK at least, Jamie is a boy's name (abbreviation of James - well, not really an abbreviation as it has the same number of letters!) There is a female version, which is pronounced exactly the same but is spelt Jaime.
