Either a native speaker or one who is very close. It's hard to say on such a should file, but she sounded native to me. :-)
She was the winner with highest score in NATIONAL ENGLISH SPEAKING COMPETITION 2004 held in China, reflecting the highest English-speaking level of Chinese college students last year.
She said "Good morning, Ladies and Gentlemen". Have you heard there was "and" in her speech?
The 'gentleman' has a slightly strange stress, but that could be done by a native speaker- she is definitely of the very highest standard. ;-)
