Vietnamese Amerasians did not have the foundation to succeed in this country [like] many other Vietnamese refugees.
My question is, what does this sentence say about 'other vietnamese refugees'? Does it mean that 'other' Vietnamese refugees also lead poor lives?
Or does it mean that they have some foundation to suceed in this country?
What if we insert a comma between 'country' and 'like'? Would it change its original meaning? If so, how?

The phrase 'many other' is suspect. Are all Vietnamese Amerasians refugees?
