When is an expression considered as an axiom and not a proverb
and vise versa ?

It's hard to say. Indeed, one of the synonyms for axiom is proverb.
What prompted the question?
An axiom is something widely recognised to be true, while proverbs are not always- many proverbs contradict each other.![]()
