Default I think - What is the degree of certainty?

In a scale of 0 to 100 what is in your opinion the degree of certainty for "I think" in a sentence like: "I think it is going to rain."

Tone of voice can affect this; 'I thiiiink it's going to rain' would be less certain. Without any tone of voice, I'd say fairly certain- 75%.

I'd never had thought of 'scaling' this verb! [75%...I'll remember that one :)]. "I'm sure" would be 100% then!
