I'm trying to explain that something had to be done, but with an imperative

Dduck has it exactly right. (I recommend against using must had.)
You could also say:
- Something has to be done.
Or:
- Somebody's got to do something.
Or (perhaps more emphatic):
- Something has to be done. Now!

'Must' is followed by a bare infinitive, so 'must had' is, IMO, simply wrong.
