If you are telling a story or writing dialog, I think you have a lot more flexiblity in how you express things, including using punctuation to show pauses or hesitation.

If that isn't the case here, I would delete the comma after and (and add a space after the elipsis):

Oh, and I hope you will help me... because I am very poor.
