In this sentence, the writer uses "includes" - why not "included"
Dave submitted a report to his teacher and that report includes a photograph of the city and attachments explaining the historical background of the town.

You can use either one.
When he wrote it, he included those things.
If you pick up the report 100 years from now, you will see that it still includes those items.
