Default s the group of word in ( ) a Phrase or a clause

I do I have these right or wrong

1. He is no fool who gives ( what he cannot keep). clause

2. Pete Fleming (was saved) when he was thirty. Phrase

Additionally,

A clause has a subject and a verb, whereas a phrase does not.

[1] . . . what he (subject) cannot keep (verb)
[2] . . . was saved (verb)
