What kind of title is that? Or Are they seperate words?

No, no, Mir-- I'm not angry at all! It is just that I can make no real sense of the phrase as it stands.

'Plan-Agency Responsible-Person Responsible-Alternate-Comments'

Is it a headline? Is there any more to the sentence or any other punctuation? Are those hyphens or m-dashes? I cannot decide whether the 'words' are:

Plan agency
Responsible person
Responsible alternate comments

or

Plan
Agency responsible
Person responsible
Alternate comments

And neither set conveys any strong meaning to me. Sorry.
