    Default breakthrough / mishandle

    Dear teachers,

    Would you be kind enough to tell me whether I am right with my interpretation of the terms in bold in the following sentence?

    Before our eyes, the tax reform, which could have produced a real breakthrough,has been mishandled.

    breakthrough = a major achievement or success that permits further progress, as in technology

    mishandle = to deal with clumsily or inefficiently; mismanage

    As far as I'm concerned, the tax reform itself could be a breaktrough instead of producing it. But other than that the sentence looked fine to me.
