Here's a definition of hardwired in, I assume, its original sense: referring to computers:
"a capability through logic circuitry that is permanently connected within a computer and therefore not subject to change by programming";
in other words, 'inbuilt'.
You could use 'inbuilt' to talk about aspects of human behaviour that exist at birth (especially, if you see humans as biological machines), but, as SoothingDave says, the most obvious synonym in this case is 'innate'.
Here are some other possible words you might use, depending on the context:
'by nature',
'inherent' (possibly, 'the global arms trade is inherently corrupt'),
'automatic',
'rooted in' (not 'implanted in' - if something is implanted, it is acquired) - you could talk about people having a 'deeply rooted moral code'/'a moral code [deeply] rooted within them' or simply 'an innate moral code',
'predetermined',
'inevitable',
'unavoidable'
'made/built/designed for something/to do something' - 'I'm not made for this housewife thing' (although I think 'set up for' is fine here - after all, you 'set up' computers with functions in building them).
And many more, eg in the last instance, 'this housewife thing just isn't within me/just doesn't come naturally to me'.
"Hard-wired" is a function that is built-in to a system. It is part of its core function. A critical part of a safety system, for example. You do not trust software to function when lives are at stake. You have physical wires that control the function.
By analogy, something that is "hard-wired" is part of the essential, designed, built-in nature of a thing. Innate.
