Default formally listed items

When you list items vertically in a formal list, Is it ok to use the word "and" at the end of the series of numbers?

This is an example:

1. Collecting checks, payments, and other credit instruments
2. Accepting letter of credit and travelers' checks
3. And Making Credit investigations

Please explain

These constructions work best with parallel structure.

1. Collecting
2. Accepting
3. Making

And is not part of the information (this is an information-only construction) therefore it doesn't belong at the beginning of 3.
