    Question Understanding Problem

    I read these two sentences from VOA News:
    1, The research is funded by the South African government and USAID.
    2, Whether the result is positive or if is a flat result...
    What is "USAID" and what is "flat result"(negative?)

    USAID = United States Agency for International Development
    A flat result is one that shows no (or very little) improvement.
