I guess that "always" is an adverb but what is the grammar explanation of its function in the sentence - please be as explanatory as possible?

(1) I respectfully suggest that maybe the adverb always

modifies a deleted verb:

Getting the five of us together in a room, although [it was] always

a dream, never actually ....
