Lightbulb Define a person who communicates concisely

Attention bright sparks!

I am looking for the word that is used to describe a person who tries to communicate using as few words as possible. Does anyone know?

Also, is there a word used to describe someone who thinks through sentences in their head before talking?

A laconic person doesn't speak much.
A terse person might be rude or abrupt.
A deliberate speaker thinks through everything before he says it.

I would go with laconic. Laconic means the person uses very few words but whatever words the person chooses they are brief and to the point.
