| It is OK. It might be better if were had more information, like a conclusion about the crime: Rio has a high crime rate. On the other hand, there are a lot.... |

| I used to have a writing professor who would give me a hard time if I said "on the other hand" without first saying "on the one hand" in a previous, comparative statement. On the one hand Rio is dangerous... On the other hand it is fun... |
