1. Summer recess as summer break, right? What setting plans? what is the writer talking about?

2. 'It's like Nero during the great fire in Rome' - All I know about Nero is that he was a tyrant, and he enjoyed violent and bloody entertainment such as caging prisoners and lions together in a large colosseum. I have no idea what 'the great fire' in Rome would be. And where is the writter getting at by saying it?

The writer is accusing the party members of being overly concerned with making their own personal holiday plans for the summer break from their parliamentary duties, rather than trying to solve the strike and power outage problems in Ontario.

Nero played his fiddle while Rome burned, they say-- i.e. he did nothing about the conflagration.
