1. on the evidence - does it mean something like 'based on the evidence'? and what evidence?

2. security of the person - the person is the citizen mentioned, right? couldn't he have said '...the citizen's security' and stop there? or am I wrong on this one?

1. Unstated evidence (unless mentioned elsewhere in the text); presumably the writer has or has seen statistics corroborating his statement.

2. The writer wishes to distinguish not the individual but the physical body. 'Person' also means the human body.
