Someone is confusing or mixing two nursery rhymes.

"If wishes were horses, beggars would ride.
If turnips were watches I'd wear one at my side.
If ifs and ands were pots and pans,
What work would there be for tinkers."

The other, "Pat-a-cake" is part of a children's hand-clapping song, of which I only know the first few lines:

"Pat-a-cake, pat-a-cake, baker's man.
Bake me a cake as fast as you can."
