I would like you to tell me the functions of language & what does grammaritical theories mean?

A function is what a word or pharse is doing in a context- giving adice, expressing an obligation, etc.

There are many different ways of looking at grammar; Chomsky's theories, like Universal Grammar, would be very different from the traditional view of a presecriptivist grammarian.
