    which sentence is correct:

    2-

    This is one of those cases of the programming language tells you that...


    may someone clarify me the difference?

    First, the general rule is that you "tell" someone and you "say" something. Therfore, I would restate your example as, "This is one of those cases of the programming language that says........."
