In 1 and 2, have the conditions been "discussed above" or the way they are going to be applied?
Do 1 and 3 mean the same as "the conditions that have been discussed above"?

2-- the application has been discussed
3-- the discussed conditions, not any other conditions (this one means the same as 'that have been')
4-- the conditions (which, by the way, were discussed above)-- no implication of any undiscussed ones.
