Would anyone please explain the following in bold more easily?

Your customers may spend hours online searching for answers to their most pressing problems, but when it comes down to the wire, they freeze and can't figure out what direction to take. Everyone has an opinion, no one wants to take a risk, and turf issues abound.

"Comes down to the wire" means at the very end or when it matters the most. Like the finish line of a foot race, there is a "wire" of some sort that the winning runner breaks through.

"Turf issues" means that individual managers in different areas are more concerned about their own areas than they are the company as a whole. They are concerned with protecting their "turf," their "territory."
