Underline errors in the following notice
Take notice that the final examination for USM programme begins on 3rd October 2003 until 15th October 2003 .
Take further notice that " Silent Hours Rule" from 11.00 pm to 5.00 am shall be strictly observed during the USM Programme final examination .
Thanks

In the first sentence, it should read: "the final examination for the USM programme begins on 3rd October 2003 and ends on 15th October 2003." Or that it runs from 3rd October 2003 through 15th October 2003.
The second sentence looks fine except that I would put the before Silent Hours Rule.
Does that help?
:)
