too much hyphens

I'm reading this interesting novel by Cecelia Ahern and I notice that the author is using too much hyphens when writing a sentence.
Here’s one for example:
“… he was the evil-lock-her-up-forever-in-a-tiny-cell-with-a-luminous-orange-jumpsuit-and-noisy-flipflops-and-no-hot-water-or-make-up type garda.”
Why is that?

Too many hyphens-- they are countable, and your example has 23 of them. This style, if used extremely infrequently, creates a rather jocular effect. The author has created a ridiculously awkward attributive adjective as a humorous shortcut to a more traditional description of the guard.
