refusing

Is this sentence correct:
1-He refused to come in, refusing even to shake hands with me.

It seem like an odd sentence to me. Wouldn't that person have to come in before he could shake hands (or refuse to shake hands) with you?

Not necessarily. I might be at the door, or even outside in front of the door...

I think it's ok, but that might be due to AmE and BE variations.
