I would have to say 'reflect', because the subject in the sentence, 'the rates', is plural.

'are' in the sentence works in pair with the subject 'the rates', giving away the answer.

If anyone has anything to add please do so, my answers are usually half-a$$ed. (seriously, I couldn't come up with... more decent equivalent. I half-censored the word should you care...)
