These are dictionary definitions:

emigrate - to leave one country or region to settle in another, to leave one's country of residence for a new one
immigrate - to enter and settle in a country or region to which one is not native, to migrate to a new environment
migrate - to change location periodically, especially by moving seasonally from one region to another, to move from one place to another, move from one country or region to another and settle there
