    Does it make sense to say 'recap the headlines'?

    If yes, is there any difference between recap the news and recap the headlines?

    Yes. 'Recap (recapitulate) the headlines' means to repeat them after a news report.

    A news bulletin usually starts with the headlines, then gives more details about each story before finishing with a recap/review/repeat of the headlines.
