Word order
I'm not sure where "not" should go.
"Does X intend not to have the income realized abroad taxed in Switzerland or to have it taxed only at a reduced rate?"
"Does X intend to have the income realized abroad not taxed in Switzerland or to have it taxed only at a reduced rate?"
The first sentence sounds more natural to me.
