    The aircraft swooped down over the buildings.

    A hawk swooped low over the field.

    May I know the meaning of "over" in the 2 sentences above?

    Over the buildings: Does it mean from one side of the buildings to the other?

    Over the field: Does it mean the hawk was still above the field even though it swooped low?

    It could, but it does not have to be that precise; it could be a more general direction- a lot would depend on how many buildings there were, how low the plane was, etc.
    Over the field: Does it mean the hawk was still above the field even though it swooped low?
    Yes; it would still be above the field as long as it didn't land.

    Does it mean it swooped so down that it was low enough to be coverd among the buildings?
