Please take the trouble to write somebody and something in full.

    Thank you.

The difference is very marginal.'Angry with' is usually used with people in a personal situation (in personal context) .whereas 'angry at' is usually used with something/someone in a situation/an action.
The young groom was angry with his wife for forgetting his birthday.
My mom is really angry at me because I do not help her in household work.

I'm unable to see the difference here.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

We generally aren't angry with concepts.

He was angry ____ how the government keeps raising taxes.
I'd use 'at' or 'about' here, not 'with'.

He was angry at the bad weather. - good
He was angry about the bad weather. - good
He was angry with the bad weather. - I'd avoid this. He's not actually angry with the weather itself, since the weather has no volition. He is simply angry because the weather is bad.

I think 'at' always works, whether you're angry with something or about something.
