    Default 'could not'

    Since the evidence to support such a judgement could not be located, this line of inquiry was eventually abandoned.


    Is he saying that the judgement was, in itself, unverifiable, and that he realized this and did not search for evidence, or is he saying that he tried to locate the evidence but failed to find one?

    Any reply would be appreciated.

    Since the word located is in the sentence, that implies (to me, anyway) that someone tried to find evidence but was unable to find any.

    Passive voice can be tricky sometimes.
