In the following sentence, is the speaker suggesting that he did think that the discussion would not be candid, but his assumption turned out to be wrong?

The discussion was more candid than I would have first thought.

That's my understanding.
The tenses seem odd, but it's understandable.

The conversation was more candid than I had thought it was going to be.
