Hello.
A student of mine composed such a sentence as this:
(1) He was always to prepare to account for his action.
Does this sentence (1) make any sense?
Especially I have doubt about the adequacy of the underlined part.
I'd appreciate it if anyone could give me some opinion.

The sentence just needs fine tuning...
'He was always prepared to justify his actions.'
